Establishes mandatory rule-adoption procedures for county departments and flood control districts, requiring at least two weeks' notice for announcement meetings, draft rule comment periods, and final adoption meetings with public opportunity to comment.

Requires counties and flood control districts to provide written responses to public comments at least one week before final adoption, and to issue supplemental notices if substantial changes are made based on public input.

Allows emergency rule adoption without following standard procedures if the board finds an emergency exists and the rule is necessary to protect public health, safety, welfare, or to avoid budget reduction or serious prejudice to public interest.

Adds rule participation rights to the regulatory bill of rights for both counties and flood control districts, permitting persons to provide written or verbal comments on proposed rules and requiring agencies to address those comments.

Makes rules unenforceable without substantial compliance with the new procedures, except for rules approved before the effective date; implementation is phased by county population with December 31, 2014 deadline for counties with 375,000+ residents and December 31, 2015 for smaller counties.
