Requires disclosure statements on campaign literature and advertisements for ballot measures to include a notice that statutory measures approved by voters can only be changed by a three-fourths legislature vote (if furthering original purpose) or ballot referral, per Proposition 105 (1998).

Mandates the Proposition 105 notice appear in the official publicity pamphlet immediately below the legislative council analysis for any statutory measure.

Requires the Proposition 105 notice be printed on official ballots immediately before the first proposed initiative measure and immediately before the first proposed referendum measure.

Applies the disclosure and notice requirements to campaign committees, with civil penalties of three times the advertisement cost for violations or three times the donation amount for inaccurate donor disclosure.

Makes technical corrections to existing ballot measure and campaign disclosure statutes relating to printing, formatting, and display of required information.
