Adds Chapter 24 to Title 12 of Arizona Revised Statutes to establish procedures for designating pro se litigants as vexatious litigants in noncriminal cases.

Allows the presiding judge or designated judge of superior court to designate a pro se litigant as vexatious upon request of a party or the court's own motion.

Prohibits a designated vexatious litigant from filing new pleadings, motions, or other documents without prior court approval.

Defines vexatious conduct to include: repeated filings for harassment, unreasonably expanding court proceedings, actions without substantial justification, abuse of discovery, unreasonable and excessive information requests, and repeated filing of previously ruled-upon relief.
