Changes the division's authority to conduct periodic state criminal history records checks from "may" to "shall" for both standard and Level I fingerprint clearance cardholders to update their clearance status.

Requires the division to notify the board of fingerprinting and employing agencies of the results of periodic criminal history records checks.

Applies mandatory update requirements to both section 41-1758.03 (standard fingerprint clearance cards) and section 41-1758.07 (Level I fingerprint clearance cards).

Maintains existing procedures for revoking clearance cards upon written request from the board of fingerprinting based on new precluding offenses discovered during the mandatory periodic checks.
