AZ HB2036

Amends Arizona Revised Statutes section 15-2401 to expand the definition of "qualified student" eligible for empowerment scholarship accounts.

Adds two new categories of eligible students: children of police officers, firefighters, emergency medical technicians, or other public agency employees whose duties involve responding to accidents, emergencies, fires, or natural disasters; and siblings of current or previous empowerment scholarship account recipients.

Adds a new eligibility requirement allowing students who have not previously attended a governmental primary or secondary school but are currently eligible to enroll in a preschool program for children with disabilities in Arizona.

Maintains existing eligibility categories including students with disabilities, those attending D or F-rated schools, previous scholarship recipients, military family children, foster/adopted children, and students eligible for kindergarten enrollment.
