Amends Arizona Revised Statutes section 36-2006 concerning the Department of Health Services' monitoring of alcohol and drug abuse screening, education, and treatment programs.

Changes the statutory reference from section 8-249 to section 8-343 in the list of programs and facilities subject to department monitoring.

Requires the Department of Health Services to adopt rules establishing standards for approval of alcohol and drug screening, education, and treatment facilities.

Requires the department to approve facilities, establish standardized screening assessments, and set reporting and record-keeping requirements for alcohol and drug treatment programs.
