Amends Arizona Revised Statutes § 41-328 regarding prohibited conduct by notaries public.

Prohibits notaries public from performing jurats on incomplete documents and requires refusal if the document appears incomplete or is known from experience to be incomplete.

Requires notaries public to remain impartial and prohibits notarizing their own signature or signatures of persons related by blood, marriage, or adoption.

Prohibits notaries from notarizing documents where they are an officer of a named party, a party to the document, or will receive direct material benefit exceeding prescribed fees from the transaction.
