Changes the deadline for library trustees' annual reports to the governing body from the first Monday of July to the second Monday of July.

Requires trustees to include a full statement of property and money received, sources, and how funds were used and expended in the annual report.

Requires reporting on the number of books, journals, and publications on hand, added during the year, lost or missing, and loaned.

Allows trustees to include any other statistics, information, and suggestions that may be of general interest in the annual report.

Requires the board secretary to submit a financial report verifying all receipts and disbursements under oath.
