Amends retirement return-to-work provisions for Arizona public pension systems (ASRS, PSPRS, CORP) to prohibit employers from contracting with or leasing retired members in any capacity going forward.

Requires retired members who work at least twenty weeks per fiscal year and twenty hours per week to resume active membership in ASRS, suspend their benefits, and repay any benefits received during the work period.

Allows retired members to continue receiving benefits without suspension if they work in a position requiring participation in another state retirement system and the member makes contributions or waives participation.

Eliminates special rules allowing retired members to work under contracts or leases; current contracts may be completed but cannot be renewed, and employers must continue paying alternate contribution rates during contract completion periods.

Maintains employer alternate contribution rate obligations for retired members who return to work in regular positions, with rates determined by pension system actuaries and applied to the retired member's compensation.
