Amends Arizona Revised Statutes section 8-800 to redefine the purpose of child protective services from multiple purposes to a single primary purpose.

Establishes four equal-priority duties for child protective services: investigating child abuse and neglect reports, assessing and promoting child safety in stable family placements, cooperating with law enforcement on criminal allegations, and coordinating services for permanency while strengthening families.

Removes the previous language describing purposes as "promoting the well-being of the child in a permanent home" and replaces it with specific action-oriented duties to be pursued with equal priority.

Emphasizes coordination between child protective services and law enforcement regarding reports involving criminal conduct allegations.

Requires services to prioritize child safety while working toward family permanency, prevention, intervention, and treatment without compromising the safety of the child.
