Changes county recorders from "may" to "shall" establish on-site early voting locations at the recorder's office, beginning when early ballots are first sent out.

Requires on-site early voting locations to remain open until 7:00 p.m. on each business day during the early voting period through the Monday preceding election day.

Mandates on-site early voting locations be open on Saturdays and Sundays until 7:00 p.m. during the two weekends immediately preceding election day.

Extends the deadline for in-person early voting from 5:00 p.m. on the Friday before election to 7:00 p.m. on the Monday before election day.

Makes technical corrections to early ballot request form submission requirements for candidates, political committees, and other organizations.
