Allows persons otherwise qualified to register to vote during the 28 days immediately preceding an election if they have been a resident of their county and precinct for at least 29 days prior to the election.

Permits same-day voter registration at polling places on election day for qualified persons who provide proof of residence and complete a registration form.

Restricts persons registering under this article to voting only by provisional ballot on election day or in the 28 days before that election, but allows normal voting for elections held at least 29 days after registration.

Limits registration pursuant to this section to voting for federal offices (including presidential electors), statewide offices, countywide offices, and legislative candidates; excludes voting in partisan primary elections.

Directs the Secretary of State and county election officers to promptly implement the same-day registration provisions.
