County recorders must register voters who use federal voter registration forms that comply with the National Voter Registration Act of 1993 (P.L. 103-31; 42 U.S.C. § 1973gg-7(a)(2)).

County recorders are prohibited from requiring applicants to provide information or documentation beyond what is required by the National Voter Registration Act of 1993 as a condition of registration.

Federal forms may be used for initial voter registration and for changing voter registration between counties.

The statute becomes effective only upon an affirmative vote of at least three-fourths of the members of each house of the Arizona legislature, per Article IV, Part 1, Section 1 of the Arizona Constitution.
