Amends Arizona Revised Statutes Section 41-748 to allow transfer of accumulated annual leave between state employees who are members of the same family, either within the same agency or between different state agencies.

Permits leave transfers when an employee or their immediate family member has a seriously incapacitating and extended illness, injury, or disability caused by pregnancy or childbirth, and the employee has exhausted all available leave balances.

Requires transferred annual leave to be proportionally adjusted based on the salary difference between the transferring and receiving employees as determined by department rule.

Limits employees receiving transferred leave to using six consecutive months of leave per occurrence, unless the employee has applied for long-term disability insurance.

Defines "same family" to include spouses, children, parents, grandparents, grandchildren, siblings, and various in-law and extended family relationships.
