Amends Arizona Revised Statutes § 41-906 to update the governor's authority regarding return of alien and nonresident public charges.

Replaces outdated reference to "United States commissioner general of immigration" with current federal agencies: the assistant secretary of the United States Immigration and Customs Enforcement and the director of the United States Citizenship and Immigration Services.

Maintains the governor's authority to cooperate with foreign countries and boards or officials to arrange return of alien public charges from state hospital, industrial school, or state prison.

Preserves provisions allowing the governor to enter reciprocal agreements with other states for mutual exchange of nonresident public charges and approval of resident returns.

Continues existing requirements that one year of continuous state residency is required to be deemed a resident for these purposes, and that the state pays return expenses for aliens and nonresidents but not for state residents.
