Amends Arizona Revised Statutes section 48-3708 to add one nonvoting tribal member to the Central Arizona Project (CAP) board of directors, appointed by the governor from a list of three persons holding elected tribal office.

The nonvoting tribal member serves a four-year term or until no longer holding elected tribal office, whichever occurs first, with vacancies filled using the same appointment process.

The tribal member may attend and participate in board meetings, serve on committees, and receive travel and subsistence reimbursement, but has no voting privileges.

Maintains existing provisions for elected directors based on county population: one director for counties under 600,000 population, four directors for counties between 600,000-2.1 million, and ten directors for counties exceeding 2.1 million.

Initial term for the nonvoting tribal member begins January 1, 2015.
