Prohibits commercial entities from knowingly or willfully selling finished drug products containing dextromethorphan to persons under 18 years of age, and prohibits persons under 18 from purchasing such products.

Requires retailers to obtain and verify proof of age before completing sales of dextromethorphan-containing products, unless the purchaser reasonably appears to be at least 25 years old.

Exempts common carriers distributing unfinished dextromethorphan between registered or licensed entities, and exempts medications containing dextromethorphan sold pursuant to valid prescriptions.

Establishes enforcement through warnings for first offenses and $50 civil penalties for second offenses, unless the seller has an employee training program in place.

Clarifies that violations of the dextromethorphan sale restrictions are subject only to civil penalties specified in the statute, not criminal penalties under general pharmacy violation provisions.
