Repeals existing Arizona Revised Statutes section 14-5313 and replaces it with new provisions governing court jurisdiction over guardianships of incapacitated persons.

Establishes that the court where the ward resides for at least two years assumes jurisdiction over guardianship proceedings including resignation, substitution, accounting, and modifications of guardian authority from the original appointing court.

Requires courts to contact each other to transfer proceedings to the court where the ward resides, with such transfer presumed to be in the ward's best interests; copies of orders must be sent to the original court.

If the original appointment was filed in another state, the Arizona court handling subsequent proceedings shall notify that court and consult with it to determine whether to retain or transfer jurisdiction based on the ward's best interests, with transfer to the ward's residence presumed to be in their best interests.

Allows discretionary transfer of public fiduciary authority from the original county to the public fiduciary in the county where the ward now resides.
