Amends Arizona Revised Statutes Section 11-135 regarding the filing and review process for county formation petitions.

Replaces gendered pronouns ("his," "he") with gender-neutral language ("the recorder's," "the secretary of state") throughout the statute.

Changes the phrase "which" to "that" in two locations within subsection E for grammatical consistency.

Adds requirement that the secretary of state notify parties by "certified mail" when rejecting petitions that fail to meet the 270-day filing requirement.

Makes no substantive changes to the county formation petition procedures, deadlines, or approval processes.
