Amends Arizona Revised Statutes Section 41-1202 to clarify that precinct committeemen used to fill legislative vacancies must be from precincts in both the legislative district AND the county where the vacancy occurred.

Requires persons nominated or appointed to fill legislative vacancies to submit affidavits swearing to their residence address, the office and district they are seeking, and that they meet all qualifications for that specific legislative office at the time of submittal.

Disqualifies any person who files a false affidavit containing a material fact misstatement and removes them from service if already appointed.

Applies affidavit requirements to both the precinct committeemen appointment process (subsection A) and the citizens panel appointment process (subsection B) for filling vacancies.
