Changes Arizona law to require the Department of Motor Vehicles to issue a vehicle certificate of title without registration (previously discretionary).

Expands the list of reasons for issuing title-only certificates to include trailers and semitrailers that will be used in interstate commerce and registered in another state.

Maintains existing exemptions for nonresidents, vehicles registered under articles 7 or 8, vehicles not for highway use, vehicles acquired by operation of law, and off-road recreational motor vehicles.
