Establishes developmental disabilities awareness special plates if a person pays $32,000 by December 31, 2015 for implementation, with $25 annual fee split between $8 administration and $17 donation.

Creates equine education organization special plate fund administered by the director, with up to 10% of annual deposits used for administration and remaining monies distributed to eligible 501(c)(3) organizations conducting equine research and educational programs.

Creates developmental disabilities awareness special plate fund administered by the director to distribute monies to Arizona nonprofits serving persons with intellectual and developmental disabilities who are not currently served or need unavailable services.

Amends vehicle registration statutes to include the new special plate sections (28-2451 and 28-2452) in provisions regarding license plate design, special plate procedures, and state highway fund sources.
