Allows elected officials who were active, inactive, retired, or disabled ASRS members on December 31, 2013 to elect to continue or resume participation in ASRS instead of the elected officials' defined contribution retirement system.

Requires elected officials making this election to file their choice in writing with ASRS within 30 days after their term begins, with the election irrevocable for that term.

Enrolled officials who do not make an election are automatically placed in the elected officials' defined contribution retirement system under article 3.1.

Modifies eligibility definitions to include additional categories of elected officials (state elected officials, county officials, justices, judges, and city/town officials with proper joinder agreements).

Applies retroactively to December 31, 2013 and is declared an emergency measure effective immediately.
