Amends Section 32-127 of Arizona Revised Statutes regarding renewal of certification and registration with the board of technical registration.

Changes language in Section H regarding reactivation of inactive certificates, replacing "engaged" with "registered" to clarify that registrants not registered in their profession for the five years before reactivation must retake the applicable professional examination.

Maintains existing provisions for renewal fees, delinquency penalties, inactive status placement, and cancellation of expired certificates.

Applies the amendment retroactively to December 31, 2012.
