Modifies appointment procedures for the constable ethics standards and training board by requiring constables to be appointed by "an Arizona Constables association that represents a majority of constables in this state" instead of "the Arizona Constables association of counties."

Changes the county administrator appointment from being selected by "the" county supervisors association to "a" county supervisors association.

Changes the multihousing association board member appointment from being selected by "the" Arizona multihousing association to "an" Arizona multihousing association.

Amends constable training certificate reporting requirements to specify that certificates must be forwarded to the board "within thirty days after the end of the calendar year in which the training was completed" rather than simply "after completion."

Allows board members appointed before the effective date of the act to continue serving the remainder of their current terms under the previous appointment structure.
