Amends Arizona Revised Statutes Section 17-362 regarding guide licenses and the taking and handling of wildlife.

Clarifies that no person shall act as a guide without first obtaining a guide license and satisfying the director of their qualifications.

Prohibits the issuance of guide licenses to persons under 18 years of age.

Establishes penalties for guide license violations: first offense allows revocation/suspension and denial of license for up to 5 years; second offense allows denial for up to 10 years; third offense allows permanent denial.

Requires guides to annually report to the department by January 10 the names and addresses of persons guided, days employed, and number and species of game animals taken, with failure to report resulting in denial of license renewal.
