Amends Arizona Revised Statutes Section 49-429 regarding air pollution control permits and their transferability.

Clarifies that permit transfers from one person to another require written notice to the director before the transfer occurs, including the transferee's name, address, telephone number, statutory agent, and effective date.

Authorizes the director to deny a permit transfer if the transferee is determined incapable of operating the source in compliance with article requirements, rules, and permit conditions, with denial notice required within 10 working days of receiving the transfer notice.

Exempts mobile or portable sources from the non-transferability rule, allowing transfer between locations after department notification.

Establishes that denial of a permit transfer may be appealed as an appealable agency action under Arizona Revised Statutes Title 41, Chapter 6, Article 10.
