Amends Arizona Revised Statutes section 49-286 regarding mitigation of nonhazardous releases affecting drinking water sources.

Changes "non-hazardous" to "nonhazardous" (standardized formatting of terminology).

Replaces vague reference to "the effective date of this chapter" with the specific date of August 13, 1986 for when nonhazardous substances were disposed.

Maintains existing authority for the director to order responsible parties to mitigate contamination through alternative water supplies, blending, treatment, or other mutually agreed measures.

Preserves enforcement provisions under sections 49-261 and 49-264 for mitigation orders.
