Prohibits municipalities from adopting zoning ordinances that allow tobacco retailers to operate within 300 feet of child care facilities, public or private schools, public playgrounds, or public recreational facilities.

Establishes measurement standards by requiring straight-line distance calculations in all directions from the property line of a tobacco retailer to the nearest property line of restricted locations, disregarding intervening structures.

Defines "tobacco retailer" as establishments engaged in sales or display of tobacco-related products including cigarettes, chewing/dipping tobacco, cigarette papers, and smoking paraphernalia, including cigar stores, head shops, and hookah lounges.

Excludes establishments over 10,000 square feet in gross floor area or those devoting less than 15 percent of floor space to tobacco product sales or display from the tobacco retailer definition.

Effective immediately upon passage and applies only to new zoning ordinances adopted by municipalities going forward.
