Amends Arizona Revised Statutes section 45-1022 regarding the effect of water exchange contract enrollment.

Changes the effective date reference in the statute from "the effective date of this chapter" to "September 30, 1992" for water exchange contracts.

Clarifies that enrollment of a water exchange contract under section 45-1021 does not invalidate any water exchanges conducted under that contract before the specified date.
