Amends Arizona Revised Statutes sections 48-262 and 48-805 relating to fire district boundary changes and powers.

Requires fire districts to notify city and town clerks of proposed boundary changes and allows cities/towns to disapprove annexations within their planning areas; extends the review period for supervisors and municipalities from 10 to 20 days.

Establishes a new requirement for fire districts to adopt and maintain a planning map identifying areas the district expects to annex and serve within the next 10 years, with updates required every 10 years.

Adds new provisions allowing fire districts to contract for fire protection services outside district boundaries in areas without existing service, where service has been discontinued, or where the property is not within a city/town planning area and the city/town fails to commit to providing service within 60 days of notice.

Modifies procedures for requesting boundary changes to include consultation with affected cities and towns whose planning areas overlap with proposed annexation areas.
