Mandates that women receive information about available financial assistance, parental support obligations, adoption services, and their right to withdraw consent without penalty.

Establishes civil liability for physicians who fail to obtain informed consent, allowing women, the father (if married), and maternal grandparents (if mother was a minor) to sue for damages up to $5,000 or three times the abortion cost, plus attorney fees.

Prohibits coercion of abortion through employment contracts, financial threats, or intimidation, with specific protections for minors and requirements for abortion clinics to post warning signs about forced abortion.
