Amends Arizona Revised Statutes Section 13-1213 to add a new offense of aiming a laser pointer at an occupied aircraft, classified as a class 1 misdemeanor.

Expands the definition of "laser pointer" to include "laser emitting device" and clarifies that such devices emit beams designed to be used as pointers or highlighters.

Elevates aiming a laser pointer at an occupied aircraft to an assault charge if the act renders the pilot unable to safely operate the aircraft or causes serious physical injury to any person on board.

Removes the requirement that the laser pointer be "operating" when directed at a peace officer, broadening the existing offense of aiming a laser pointer at a peace officer.

Adds definition of "aircraft" as any vehicle designed for flight by buoyancy or dynamic air action, including powered airplanes, gliders, and helicopters.
