HB 2176 Summary

• Allows grade 9 pupils enrolled in career and technical education programs leading to industry certification to be counted in the joint technical education district (JTED) student count and average daily membership.

• Grade 9 pupils in approved certification programs may be funded with JTED monies and can generate average daily membership during any day of the week and time between July 1 and June 30 of each fiscal year.

• Grade 8 and 9 pupils may be funded with monies generated by the five cent qualifying tax rate authorized for JTEDs.

• Maintains restriction that kindergarten through grade 9 students generally cannot be included in JTED student count or funded by JTED monies, with the exception for grade 9 students in certification-leading programs.
