Appropriates $5,000,000 annually from the state general fund to the Arizona Department of Education to establish a statewide information technology education and certification program for kindergarten through grade 12 students in school districts and charter schools.

Requires the Department of Education to contract with at least one vendor to provide software licenses, courses, and materials that prepare students for information technology industry certification.

Mandates annual reporting to the Governor, Speaker of the House, President of the Senate, and Secretary of State beginning October 15, 2015, including information on contracts awarded, participating schools, and program performance data.

Program terminates on July 1, 2024 pursuant to the sunset review process under Arizona Revised Statutes section 41-3102.
