Amends Arizona Revised Statutes section 15-943.01 regarding school district maintenance and operation budget balances and carryforward amounts.

Allows school districts to budget a carryforward balance not exceeding 4 percent of the district's revenue control limit, with adjustments required by May 15 based on actual allowable amounts.

Permits school districts to transfer ending cash balances to a school opening fund for expenses of newly constructed schools, limited to the lesser of the cash balance or the budgeted carryforward amount.

New provision: If a school district maintains a budget balance carryforward exceeding 3 percent of revenue control limit for three consecutive fiscal years, state aid allocations for the next fiscal year shall be reduced by an amount equal to the sum of those three years' excess carryforward balances.

Makes minor technical corrections by replacing "which" with "that" in references to budget items and budget balance definitions.
