State of Arizona and its agencies prohibited from providing material support or assisting in implementation of sections 1021 and 1022 of the National Defense Authorization Act for Fiscal Year 2012 (P.L. 112-81) against U.S. citizens.

Director of the Department of Public Safety or county sheriffs must report to the governor and legislature any attempts by federal agents to implement sections 1021 and 1022 through state operations.

Legislature finds sections 1021 and 1022 exceed federal constitutional authority and violate multiple constitutional protections including habeas corpus rights, due process, speedy trial rights, and protections against unreasonable searches and seizures.

The legislation specifically opposes provisions authorizing detention without charge or trial, military tribunals for persons captured in the United States, and transfer of such persons to foreign jurisdictions.

Act officially titled the "Liberty Preservation Act" and adds new Chapter 51 to Title 41 of the Arizona Revised Statutes.
