Amends Arizona Revised Statutes Section 15-977 to add enforcement provisions regarding improper use of classroom site fund monies by school districts and charter schools.

Requires the auditor general to instruct any school district or charter school that improperly supplanted classroom site fund monies to restore those monies for authorized purposes listed in the statute.

Maintains existing requirements that school districts and charter schools allocate classroom site fund monies as follows: 40% for teacher performance-based compensation increases, 20% for teacher base salary increases, and 40% for maintenance and operations purposes.

Specifies that funds may be used for class size reduction, teacher compensation increases, AIMS intervention programs, teacher development, dropout prevention programs, and teacher liability insurance premiums.

Adds definition of "class size reduction" as any maintenance and operations expenditure designed to reduce the pupil-to-teacher ratio, including the use of teacher aides.
