Appropriates $20,000,000 from the state general fund in fiscal year 2014-2015 to the Arizona Department of Homeland Security for purchasing and distributing communication equipment to enhance border security.

Authorizes the department to distribute funds through a grant application process to counties adjacent to the Arizona-Mexico border and political subdivisions within those counties.

Requires grant recipients to file reports on January 15, April 15, July 15, and December 15, 2016, to the joint legislative committee on homeland security and the joint legislative budget committee.

Grant reports must detail how the money was spent and assess the effectiveness of the border security enhancements resulting from the equipment purchases.
