Amends Arizona Revised Statutes Section 26-121 to remove the upper age limit of 45 years for militia membership, allowing all able-bodied citizens at least 18 years of age capable of bearing arms to serve.

Expands militia eligibility to include residents who are at least 18 years old, capable of bearing arms, and have declared intention to become U.S. citizens, regardless of upper age restrictions.

Maintains existing exemptions from militia service including persons with serious mental illness, totally blind persons, convicted felons, judges, court clerks, elected officials, legislators, and clergy members.

Becomes effective only upon approval of a constitutional amendment by Arizona voters at the next general election to modify militia eligibility requirements.
