AZ HB2190

Establishes the Arizona citizens' marksmanship program administered by the Department of Emergency and Military Affairs to provide firearms training to eligible Arizona state guard applicants.

Authorizes the department to accept private grants, gifts, and contributions; sell firearms, ammunition, and equipment; and contract with manufacturers to produce or refurbish firearms marked with "Arizona CMP" in addition to required serial numbers.

Creates the Arizona citizens' marksmanship program fund, continuously appropriated and exempt from lapsing appropriations, composed of private donations and sales proceeds.

Allows the department to enter into agreements with public agencies and private entities to organize training courses, events, and youth marksmanship safety programs.

Establishes a sunset date of July 1, 2024 for the program pursuant to section 41-3102.
