Creates new crime of "unlawful use of public resources" under Arizona Revised Statutes § 13-3729 for persons not lawfully present in the state who use public resources including driving on public roads, accepting public benefits, attending public schools, or using public entity services.

Allows immigration status records certified as authentic by responsible government agencies to be admitted in court without additional foundation or testimony.

Motor vehicles used in violation of this section are subject to seizure and forfeiture under the procedures in chapter 39 of Arizona law.

First violation is classified as a class 1 misdemeanor; second or subsequent violations are class 6 felonies.
