Mandates that permanent early voting list requests include a notarized voter signature and requires county recorders to remove voters from the list within four years if they do not submit a notarized renewal.

Prohibits notaries public from charging fees for notarizing voter requests for early ballots under section 16-542 or permanent early voting list requests under section 16-544.

Contains conditional enactment provisions making amendments to section 16-544 effective only based on voter approval or rejection of Laws 2013, chapter 209 (subject of referendum petition R-03-2014).
