Repeals Laws 2013, first special session, chapter 10, section 18, which had shifted competency restoration costs to cities and counties.

Requires the Department of Health Services to refund all monies paid by cities or counties for inpatient competency restoration treatment during fiscal year 2013-2014.

Makes the repeal retroactively effective to September 11, 2013, restoring state responsibility for competency restoration costs.

Designates the act as an emergency measure that takes effect immediately upon passage.
