Prohibits operating a motor vehicle on a highway while using a wireless communication device unless it is equipped with a hands-free device.

Exempts law enforcement, emergency personnel, commercial driver license holders, public transit drivers, and persons reporting emergencies or believing they are in physical danger from the prohibition.

Establishes a civil penalty of $50 for violations not involving a motor vehicle accident and $200 for violations involving an accident.

Requires law enforcement officers to indicate on accident reports whether a driver cited for this violation was using a wireless communication device at the time of the accident.

Includes a one-month warning period from January 1-31, 2015, during which officers may issue verbal warnings before the law takes effect on February 1, 2015.
