Requires persons 18 years or older convicted of animal abuse offenses (including cruelty to animals, animal fighting, cockfighting, bestiality, equine tripping, and related violations) to register with the county sheriff within 10 days of conviction or entering the state.

Establishes a central animal abuser registry maintained by the Department of Public Safety that is searchable by name and location, with information available on the department's website and through written, telephone, and in-person requests.

Requires first-time offenders to register for one year; repeat offenders must renew registration annually for life.

Imposes class 1 misdemeanor penalties for failure to comply with registration requirements.

Creates an animal abuser registration fund in the Department of Public Safety, funded through grants and donations, to offset costs of maintaining the registry.
