Amends Arizona Revised Statutes section 36-1606 to allow counties to regulate the sale of permissible consumer fireworks in unincorporated areas, in addition to regulating their use.

Changes the trigger for county regulation from "times when there is a reasonable risk of wildfires in the immediate area" to when "a federal or state agency implements stage one fire restrictions in any portion of the county."

Maintains that incorporated cities and towns retain authority to regulate the use of permissible consumer fireworks within their corporate limits.

Preserves state preemption over permissible consumer fireworks regulation while allowing local jurisdictions limited regulatory authority based on fire restriction status.
