Modifies Arizona's vehicle emissions inspection program by changing testing requirements based on vehicle type, model year, and equipment (onboard diagnostic systems vs. traditional testing methods).

Eliminates the mandatory liquid fuel leak inspection requirement that was previously in the statute, removing subsection Z from the original law.

Adds exemptions from inspection for cranes and oversize vehicles requiring permits under specified sections and vehicles owned by active military personnel stationed outside Arizona.

Changes technical terminology from "low emissions tune-up" to "vehicle maintenance and repairs" and simplifies language regarding when emissions testing applies to vehicles in Area A and Area B.

Effectiveness is conditional on the U.S. Environmental Protection Agency approving proposed modifications to vehicle emissions testing protocols as part of Arizona's state implementation plan for air quality by July 1, 2017.
