Amends section 36-2982 to remove language limiting total enrollment based on annual appropriations and an enrollment cap previously specified in section 36-2985.

Repeals section 36-2985, Arizona Revised Statutes, which contained enrollment cap provisions for the children's health insurance program.

Amends section 36-2986 to remove language requiring applicants or members to receive information about a premium sharing program upon application for eligibility.

Removes a provision preventing applicants or members from contesting denial, suspension, or termination of eligibility if the program is suspended or terminated.

Appropriates $15,623,200 from the state general fund and $54,451,600 from the children's health insurance program fund in fiscal year 2014-2015 to the Arizona health care cost containment system administration for program services.
