Repeals sections 36-2901.07, 36-2901.08, and 36-2901.09 of Arizona Revised Statutes relating to hospital assessment provisions under the Arizona Health Care Cost Containment System (AHCCCS).

Amends section 9-499.15 to prohibit municipalities from levying or imposing assessments, fees, or taxes on hospital revenues, discharges, beds, or services for purposes of receiving services or payments under AHCCCS.

Removes the requirement for health care institutions to comply with section 36-2901.08 as a condition for maintaining their license.

Adds an exemption to the Administrative Procedure Act (section 41-1005) for hospital assessment administration, while requiring the AHCCCS administration to provide 30 days' notice and opportunity for public comment before establishing or implementing assessment administration.

Requires any remaining monies in the hospital assessment fund to be refunded proportionately to hospitals from which assessments were collected.
